  • The client is currently working with a vendor to implement an Enterprise Licensing System (ELS).  The ELS system is an enterprise-wide system where licensing, permitting and certifying functions of various Commonwealth Departments will be located. The client is currently using paper-based, Access-based, and Excel-based methods to track the work of facility permitting.  ELS will take current facility permitting functions and automate them for more efficient and accurate tracking and completion of permitting functions.
  • The client needs an IT Business Analyst (BA) to lead the technical effort for our Enterprise Licensing System (ELS) implementation.  This effort includes developing user stories; coordinating user testing; developing staff training materials; delivering staff training in virtual and real-world environments; working with internal and external teams on ELS system fixes; developing workflows for future ELS enhancements; and providing IT support for ELS users.
  • Additionally, the client’s staff BA is currently deployed oversees until approximately October 2024.  The client needs a short-term BA contractor to fill in for projects until the staff BA returns. Those projects include support for digital accessibility of the client’s website and web-based patient and care giver identity card applications.  The BA would assist with SharePoint site management and potential conversion of existing share drive files to SharePoint.  The BA will also provide technical advice as needed on IT-related projects if necessary.
  • In addition to these duties, this person will also assist the client in supporting its Seed-to-Sale and Registry applications as needed. The client’s primary resource for providing these services has indicated a desire to scale back hours in the coming months, and the BA will assist the support team in maintenance and operations functions.  Anticipated duties for this effort include preparing analytical reports, resolving basic system issues identified via error queues, and assisting with daily system support tasks. Furthermore, with the Seed-to-Sale RFP scheduled for release and award, the BA position will be needed to aid in the transition. Anticipated duties for this effort include managing system documentation (requirements, specifications, defects, change orders, etc.), preparing test scripts, conducting pre- and post-production testing, and developing user training.
  • The primary objective of this engagement is to serve as an IT Business Analyst for OMM projects.

As an independent contractor, you will be responsible for conducting face-to-face SIS assessments of individuals with intellectual and developmental disabilities and/or Autism ages 14 and above. Although assessments are conducted at a variety of sites, there is no office you report to, affording you the opportunity to schedule, finalize and submit assessments from your home. Schedules are flexible and can, in most instances, be tailored to meet your availability.

We are seeking candidates available to travel throughout the Montgomery/Northeast Philly region.

Accountabilities

  • Conducts assessments on individuals with IDD and/or Autism as assigned.
  • Ensures scheduling, administration and submission processes are conducted within identified performance standards, demonstrating fidelity to the assessment tool.
  • Uses independent judgment, clinical knowledge/competence, communication skills, problem-solving and conflict resolution to ensure optimal interviews for the individual, family and respondent teams.
  • Manages schedule and availability calendar, and ensures assessments are scheduled and completed in accordance with contract guidelines.
  • Fosters positive and professional relationships and acts as liaison with internal and external customers to ensure effective working relationships and team building to facilitate the completion and review of assessments.
  • Participates in regular quality calls, attends training and scheduled meetings and ensures maintenance and use of current/updated information as provided.
  • Maintains confidentiality of all scheduling and assessment materials at all times through proper use of computer passwords, maintenance of secured files and adherence to HIPAA polices.

Qualifications

  • Bachelor’s Degree in Human Service Field
  • Minimum two years of direct experience working with individuals with IDD/Autism required.
  • Basic computer/technology skills and MS Office proficiency required.

Knowledge, Skills, Abilities

  • Must have strong organizational skills and be able to meet required deadlines
  • Knowledge of medical terminology, behavioral supports and PA ODP waiver programs strongly desired.
  • Strong clinical/social assessment and critical thinking skills required.
  • Excellent verbal and written communication skills required.
  • Ability to use independent judgment and discretion to address, resolve and process problems impeding assessment process/completion.
  • Proactively identify and resolves delays and obstacles.
  • Access to necessary technology – laptop (Processor: Intel Core i5 or newer; Operating System: Microsoft Windows 8 or newer; Memory: 4 GB RAM minimum, 6GB recommended; Internal Drive Storage: 250 GB minimum, 500 GB recommended; Free Hard Disk Space: 32 GB or greater), printer and scanner.
  • Must have broadband internet connection at home (no dial-up).
  • Must be willing to travel and have active, unrestricted license, reliable transportation and active auto insurance.
