Job Description:

  • The Technology Services Division provides comprehensive Information Technology (IT) portfolio management to agency business units.
  • The division develops appropriate synergies and support to business units to provide service quality, strategic planning, and guidance on technology systems and related initiatives. Additionally, the division is responsible for supporting, developing, and enhancing the operational systems that are directly assigned to the business units of the organization within the client agency.
  • The division manages and supports IT services assigned to the unit and works in coordination with business units while adhering to supporting standards and procedures developed by the agency and the Department of Information Technology (DlT) related to system development, procurement, and oversight. The coordination extends to internal customers as well as Public School Units (PSUs) that use these services.
  • The IT Financial Systems team within Technology Services is responsible for supporting the School Business Division, Financial Services Division and Teacher Licensure section.
  • Team members are responsible for support and development of financial applications and reporting data present in those systems, vendor relations with PSU’s financial vendors and client Licensure System support.
  • The IT Financial Systems team collaborates closely with other areas within Technology Services, and other State agencies such as Department of Information Technology (DIT), Office of State Controller (OSC), and Department of State Treasurer (DST).
  • Services and products managed by this team include MSA General Ledger, PSUs Cash Management Request System, PSUs Budgeting and allotment systems, NC Salary Compliance System, NC Teacher Licensure System, and other various reporting and collection systems essential to achieve department goals.

Primary Purpose of the Position:

  • The primary purpose of this position is to develop and implement Power BI Data Visualization and Reporting configuration and templates based on Public School Uniform Education Reporting Statistics (UERS) data files submitted to the client monthly along with other Agency School Business Services data such as allotment data, both operational and longitudinal, etc.
  • This position formulates and develops application system scope and objectives, provides detailed specifications for implementation, and provides contract and vendor support for applicable business areas such as Teacher Licensure section.
  • This role develops or modifies solutions for more complex projects and may provide guidance and training to other analysts and technicians.
  • This position reports to the SBSM Project Manager – External Systems, CTO, and/or IT Finance Manager.
  • Other duties as assigned.

Description of Work:
35%Power BI Data Visualization and Reporting Configuration:

  • The position will be responsible for developing dashboards and reports for School Business Services as well as operational areas within the department
  • The position will build relationships and work collaboratively with internal partners (senior management, service owners, PMO) as well as organizational stakeholders to identify relevant data set and structure data for analysis and develop solutions of interpretation (programmatically) that are beneficial through the analysis of data and lead in the improvement, efficiency, and effectiveness of services delivery
  • The Application Systems Analyst II (Power BI Data Visualization Analyst) will develop and deliver visual dashboards, reports and infographics that assist in understanding and the communication of operational performance data
  • The dashboards and reports shall be published for both internal Agency organizations as well as external stakeholders (General Assembly, Fiscal Research, Public Schools) as applicable
  • The position will design engaging and interactive business insight dashboards using Power BI or Tableau and possesses the knowledge and experience on data visualization best practices, with a focus on enhancing interaction and experience
  • Maintain data and analytic model structures that support goals in a data-driven government
  • Perform analysis of data sets in support of operational performance improvements
  • Translates data analytics into coherent reports and presentations for internal and external stakeholders

  • The IT Product Manager will serve as a member of the client’s Medicaid Enterprise System (MES) Program providing IT product management within the MES portfolio.
  • This position will champion our departments key strategies with the goal of creating the opportunity for healthier outcomes for our citizens through clinical and technological innovation.
  • This position is responsible for providing independent product oversight for the client’s Medicaid products.
  • This oversight may include development and monitoring of the Medicaid Managed Care product strategies, while collaborating with other divisions and external stakeholders to develop and implement targeted strategies to streamline processes.
  • This position will create user stories, technology roadmaps and customer research in relation to Medicaid initiatives and strategic goals.
  • The IT Product Manager represents the client’s business functions within NC Medicaid and partners with IT to ensure delivery of relevant and impactful software and solutions. This position will interact with the NC Medicaid Business Information Analytics Office, Data Office, Information Technology Division, Privacy and Security Office, Policy Office, General Counsel, Office of Procurement, Contracts and Grants, among others.

Responsibilities:

  • Leads and direct cross-functional activities that provide effective oversight of Medicaid Programs.
  • Manages direct and hybrid reporting relationships and staff, sets priorities, establishes accountabilities, and defines roles/responsibilities to secure necessary resources not under direct supervision, while maintaining peak levels of performance and compliance.
  • Collaborates and develops workgroups around product deliverables with Product Owners, Business Leads, Technical Leads and Management.
  • In-depth knowledge and understanding of products across functions and business segments in healthcare that meet departmental goals.
  • Directing the conception, development and implementation of new product initiatives, including current product enhancements.
  • Provides feedback and input to senior level decision-makers to develop long-range strategic alternatives for product solutions.

  • In addition the IT Product Manager (ITPDM) is responsible for the successful development of IT systems in support of the Medicaid program.
  • The ITPDM will expressly engage with the business owners to develop the strategy behind how each MES module will support the business requirements definition and will own the translation and specification of all functional requirements.
  • The ITPDM will work integrally with MES IT Program Managers and the MES Systems Integrator to manage the launch of features and systems.
  • The ITPDM will evaluate and analyze work done by Medicaid SMEs, Business and Technical Leads, Data Leads, Engineers, and Architects to ensure the business requested capability, implemented design, and delivered functionality is successful and useful to the stakeholders.
  • Medicaid/Health Care and or Managed Care experience is highly desired and will be preferred.

This is a remote position and candidates are welcome anywhere in the US. Equipment will be provided and VPN access and collaboration tools are available.

Required Skills/Experience:
