Senior IT Project Manager – EHR Implementation
*This is a 3-month contract position
*On-site (2 days a week in the office) – Local to Harrisburg, PA only, please
Responsibilities:
- Serve as the IT Project Manager leading the implementation of an Electronic Health Record (EHR) for 59 health centers and clinical staff.
- Support implementation across applicable public health, immunization, and communicable disease programs.
- Serve as a senior-level resource with specialized knowledge and experience in: Electronic Health Records (EHRs), Health informatics, Health IT, Organizational Change Management (OCM)
- Demonstrate proven experience leading large-scale projects to successful implementation.
- Demonstrate experience with planning around Organizational Change Management (OCM).
Skills/Knowledge/Experience:
- Experience implementing an Electronic Health Record (EHR) system where the customer was employing a paper-based charting system.
- Possess Project Management Institute (PMI) Project Management Professional (PMP) certification for a minimum of 5 years.
- Be able to work in the Harrisburg office 2 days a week as requested.
- Participate with Program Office staff in off-site meetings, i.e., State Health Centers, if required/requested.
- Have 7 to 9 years of relevant Project Management experience demonstrating the ability to effectively perform the role.
- Experience with Organizational Change Management (OCM) with independent customers is preferred.
- Experience with EHR and/or EMR, health informatics, and health IT.
- Direct, administer, manage, and facilitate enhancements, business process re-engineering, or development projects.
- Ultimately responsible for program implementation.
- The PM’s primary responsibility is to drive the entire effort from start to finish.
- Ensure that the project is completed on schedule, within the defined budget, and that the final product meets the business, technical, and established quality requirements.
- Be familiar with the 5 phases identified by the Project Management Institute (PMI), including the inputs and outputs that combine to turn a project idea into a working product.
- Rely on proven experience leading projects to successful implementation and judgment to plan and accomplish goals.
- Demonstrate strong interpersonal skills when consulting with the program area and various IT teams to define requirements and analyze and resolve problems, ensuring collaboration and agreement with recommended solutions.
Project Management Responsibilities
- Direct, administer, manage, and facilitate an enhancement, business process re-engineering, or development of a high-priority, high-profile, enterprise-wide information technology project of strategic importance.
- Be accountable for activities with delivery cycles of 8 to 12 months.
- Manage, coordinate, and establish priorities for the complete life cycle of projects, including: Planning, Design, Programming, Testing, and Implementation
- Manage business solutions designed to meet the requirements of various departments.
- Develop estimates for enhancement, business process re-engineering, or development efforts covering: Planning, Analysis, Design, Construction, Testing Implementation
- Work with team leads to adjust and revise project estimates when necessary.
- Ensure new project estimates are approved by the client and agreed upon.
- Develop the detailed Project Management Plan for the enhancement, business process re-engineering, or development effort.
- Obtain approval and sign-off of the Project Management Plan from customer representatives and all affected project stakeholders.
- Be accountable for delivery of all work tasks identified in the Project Management Plan and Project Schedule.
- Design project plans that identify needs and define major tasks and milestones based on scope, resources, budget, and personnel.
- Ensure that tasks provide value, support the strategic direction of the project, and meet service commitments.
- Manage and track project progress against the project schedule.
- Monitor project milestones and phases and take corrective action as needed to ensure the project remains on schedule.
- Monitor and track the project budget and advise necessary stakeholders.
- Plan, organize, prioritize, and manage multiple work efforts across the project team.
- Notify team members of project timelines, milestones, phases, work requests, target dates, and approved executable work packages.
- Schedule or monitor status reviews, project management inspections, and software quality assurance work product and process reviews with the appropriate stakeholders.
- Capture and report required project management metrics.
- Analyze and distribute reports on project metrics associated with work items related to improvement measures.
- Ensure all changes to scope follow processes outlined in the project Change Management Plan and are documented.
- Create, review, and obtain approval of the Communication Plan and Deliverables Matrix to ensure effective communication with all stakeholders and management.
- Prepare periodic status reports for the project team, team leads, group leads, sponsor, and appropriate stakeholders.
- Report status and recommendations to senior leadership as needed.
- Follow established IT PMO methodology to ensure consistency throughout various IT and program areas by reviewing project standards and procedures with project team members.
- Provide input and support for continual improvement within the IT PMO to better serve supported program areas.
- Mentor less-experienced project management staff to build an overall understanding of project management when needed.
- Work closely with IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams as required, identifying tasks for the project schedule to support implementation.
- Facilitate discussions between IT areas and vendors, focusing on solutions to ensure the needs and requirements of the program area are achieved.
- Anticipate issues and proactively address them.
- Identify, track, and manage project risks and issues through the use of a RAID Log.
- Develop risk mitigation strategies and track them to closure.
- Engage management in a proactive manner.
- Build and maintain relationships with key stakeholders and customer representatives.
Stakeholder and Communication Responsibilities
- Serve as the primary point of contact for all project-related issues and the resolution of issues.
- Communicate effectively with customers and software/hardware suppliers supporting the organization, as appropriate.
- Communicate with team members how their work assignments relate to and help achieve project objectives.
- Be accountable for the final project management evaluation review with stakeholders.
- Manage and track project status against the project schedule.
- Provide weekly project updates following established project management guidelines.
- Coordinate system testing with appropriate staff resources.
- Deliver presentations as necessary.
- Ensure project compliance with established standards and procedures.
- Develop and facilitate the achievement of project service commitments.
- Ensure that tasks provide value and support the strategic direction of the project.
- Balance workload with project members’ capacity.
- Engage management in a proactive manner.
- Plan, coordinate, and conduct training and orientation sessions.
- Be accountable for peer reviews with the appropriate project team resources.
- Coordinate and present proposals as necessary.
- Identify and manage project risks, develop risk mitigation strategies, and track them to closure.
- Plan project-specific training and orientation needs.
- Complete weekly timesheet reporting by COB Friday.
- Provide weekly personal status reporting by COB Friday through the designated collaboration platform.
- Set up a project collaboration site following established PMO guidelines and utilize Microsoft Teams for key documentation.
Required Skills, Knowledge, and Experience
- Manage the implementation of a new EHR system and transition from system implementation to program operations and maintenance — Required.
- Lead, plan, execute, and monitor all project activities for EHR implementation, including project planning, execution, and governance — Required.
- Accountable for delivery of all work tasks identified in the Project Management Plan and Project Schedule — Required.
- Active PMP Certification from the Project Management Institute (PMI) for at least 5 years — Required 5 Years.
- Manage technical initiatives with a complement of project team members throughout various IT areas, technical complexity, and vendor involvement — Required — 7 Years.
- Familiarity and experience with programs and issues related to public health — Nice-To-Have.
- Experience with Organizational Change Management (OCM) with independent customers — Nice-To-Have.
