Senior IT Project Manager

Description:
- The primary objective of this engagement is to provide Project Management support to promote the successful system transition of the on-prem in-house custom EMS registry to an Image Trend SaaS product for the Bureau of EMS.
- The Project Manager (PM) directs, administers, manages, and facilitates enhancement and re-engineering of a business process or developmental projects. The PM is ultimately responsible, in coordination with the Bureau of EMS Executive Sponsor, Vendor, impacted IT areas, and stakeholders, for driving the effort from start to finish.
- The PM must ensure the project is completed on schedule, within the defined budget, and that the final product meets business, technical, and established quality requirements.
- The selected contractor must be familiar with the five (5) phases and associated inputs/outputs identified by the Project Management Institute (PMI).
- The PM will rely on proven experience leading projects to successful implementation and strong judgment to plan and accomplish goals.
- Strong interpersonal skills are required to consult with program areas and IT teams to define requirements, analyze and resolve problems, and ensure collaboration and agreement with recommended solutions.
Responsibilities:
- Work closely with the program and vendor to execute an approved Statement of Work (SOW), including SLAs, that clearly define vendor and program responsibilities and expectations.
- Collaborate with the program to identify, engage, and communicate with relevant stakeholders.
- Build and manage a project plan identifying action items and ensuring collaboration between Program and Vendor PMs for a successful SaaS transition.
- Hold the vendor accountable to the expectations outlined in the executed SOW, including the successful migration of all necessary data from the legacy system to the SaaS solution.
- Work with leadership to drive decisions when needed.
- Direct, administer, manage, and facilitate high-priority, high-profile, enterprise-wide IT projects of strategic importance.
- Accountable for activities with delivery cycles of 8–12 months.
- Manage and coordinate the full lifecycle of projects, including planning, design, programming, testing, and implementation.
- Develop and manage project estimates; adjust and revise as necessary with team leads and obtain required approvals.
- Develop and obtain approval of the Project Management Plan (PMP).
- Ensure delivery of all work tasks identified in the PMP and Project Schedule.
- Design project plans identifying needs, tasks, milestones, scope, resources, and budget.
- Monitor schedule, milestones, phases, and budget; take corrective action as needed.
- Plan, organize, prioritize, and manage multiple work efforts across the project team.
- Schedule and monitor status reviews, inspections, and quality assurance reviews.
- Capture, analyze, and report project management metrics.
- Ensure scope changes follow the Change Management Plan and are documented.
- Develop and maintain the Communication Plan and Deliverables Matrix.
- Prepare and distribute periodic status reports to stakeholders and senior leadership.
- Follow HHS DC IT PMO methodology and standards.
- Provide input for continual improvement within the HHS DC IT PMO.
- Mentor less experienced project staff when needed.
- Work closely with HHS DC IT Application, Data Warehouse, Informatics, Solution Management, Networking, Security, and Service Management teams.
- Facilitate discussions between IT areas and vendors to ensure program requirements are achieved.
- Identify, track, and manage risks and issues using a RAID Log; develop mitigation strategies and track to closure.
- Serve as the primary point of contact for project-related issues and resolution.
- Coordinate system testing and deliver presentations as necessary.
- Ensure compliance with HHS DC standards and procedures.
- Balance workload with team capacity.
- Plan and conduct training and orientation sessions.
- Complete weekly timesheet reporting in PeopleFluent/VectorVMS and provide weekly personal status reporting via SharePoint.
- Establish and manage a project SharePoint site and utilize Microsoft Teams for documentation.
Required Skills/Knowledge/Experience: (This should be used for the skills matrix section)
- At least 7 years of relevant Project Manager experience directly managing technical initiatives with a large complement of project team members.
- Project Management Professional (PMP) certification for a minimum of five (5) years, preferably through the PMI Institute.
Preferred Skills/Knowledge/Experience:
- Four (4) year college degree or equivalent technical study.
- Experience implementing SaaS solutions.
- Strong background in Public Health with an emphasis on Emergency Medical Services (EMS).
Education/Certification:
- Four (4) year college degree or equivalent technical study is preferred.
- Project Management Professional (PMP) certification required (minimum five years preferred).
