MES Certification & Compliance Analyst

Description:
This position plays a key role in supporting federal Medicaid compliance and MES certification activities, including MITA alignment, Alternatives Analysis (AoA), Process Business Area (PBA) assessments, Certification Readiness Reviews (CRR), Detailed Assessment Plans (DAP), and other CMS certification requirements.
This position is responsible for supporting and driving the execution of the NC Medicaid Enterprise Systems (MES) certification strategy for each project. The role supports ongoing compliance activities, including maintaining certification artifacts, schedules, and readiness assessments required to achieve CMS certification and secure enhanced federal funding. The position ensures alignment with evolving CMS MITA requirements and provides critical support to the Certification Workstream across multiple high-visibility MES projects. This role partners with internal and external stakeholders to ensure certification activities are coordinated, compliant, and successfully executed in alignment with CMS standards.
Responsibilities:
- Responsible for supporting project teams through certification tasks
- Assists with leading certification workstream meetings
- Updates document repository for CMS certification artifacts per project
- Co-manages the Certification Evidence Tracker
- Collects, recommends, and manages evidence from the implemented solution to meet CMS certification requirements
- Composes narratives to accompany ORR and CRR evidence
- Oversees system demonstrations for business stakeholders and CMS as required to achieve CMS certification
- Maintains awareness of CMS certification program and policy updates and communicates changes as applicable
- Provides project schedule activities to project teams for CMS efforts aligned with the scope of the contract for integration into project schedules
- Ensures adequate preparation for upcoming PBA, CRR, DAP, PDM, and ORR prep cycles
- Ensures continuity and quality in managing certification deliverables
- Coordinates timely engagement with MITRE and project teams
- Utilizes industry best practices for compliance with CMS and state-defined performance standards
Required Skills/Knowledge/Experience:
- Healthcare-related knowledge, ideally in analytics, reporting, or a related field – 3 years required
- Demonstrated experience using project tracking tools (Microsoft Project, Jira, MITAPulse, etc.) – 3 years required
- Project management experience, including managing staff in a matrix or direct reporting structure – 5 years required
- Experience managing multiple priorities/projects, including scope, schedule, quality, change management, and project financials – 5 years required
- Ability to drive, collaborate, and coordinate with MITRE and CMS teams – 2 years required
- CMS Medicaid Enterprise Certification Life Cycle process experience – 2 years required
- Experience implementing information systems in a client-facing role – 5 years required
- Healthcare-related experience, ideally in analytics, reporting, or related field – 3 years required
- Experience supporting ORR prep cycles – 2 years required
- Experience collecting, recommending, and managing evidence from implemented solutions to meet CMS certification requirements – 2 years required
- Demonstrated experience using project tracking tools (Microsoft Project, Jira, MITAPulse, etc.) – 5 years required
- Exceptional technical writing experience, including authoring playbooks, manuals, and similar documentation – 5 years required
