Medicaid Data Reporting & UAT Analyst
*This is an 8-month contract position
*Hybrid (1 day per week on-site) – Local to Richmond, VA only, please

ABOUT THE ROLE
This role will:

  • Review the design documents proactively.
  • Identify requirement gaps and issues.
  • Map data between interface systems.
  • Assist the lead analyst in project collaboration, documentation, and coordination.
  • Review and contribute to the test plans.
  • Work with stakeholders to build test scenarios.
  • Provide demonstrations to internal teams and project stakeholders.
  • Work closely with Business QAs and the development team on project-related pre- and post-go-live issues.
  • Develop workflows and provide solutions.
  • Track issues end-to-end.
  • Ensure timely resolutions and accurate delegation of ownership.

Key Responsibilities

  • Data Testing and Validation: Design, execute, and document comprehensive test cases and validation scripts to ensure data accuracy, integrity, and consistency across data pipelines, ETL processes, and reports.
  • Data Extraction and Reporting: Write, optimize, and execute complex SQL queries against the data warehouse in Teradata to pull scheduled and ad-hoc operational and analytical reports.
  • Vendor Collaboration: Act as the primary technical point of contact for the data warehouse vendor, escalating performance bottlenecks, troubleshooting data loading issues, and tracking resolutions.
  • Reporting and Visualization: Translate business requirements into intuitive, actionable data visualizations and dashboards using tools such as Tableau, Power BI, or Looker.
  • Data Governance and Documentation: Maintain documentation of data definitions, reporting logic, testing procedures, and data warehouse schemas to ensure organization-wide transparency.
  • Preferred Experience: Working knowledge of state and federal Medicaid policy and regulatory reporting requirements is preferred.

 

Qualifications and Requirements

  • Domain Knowledge: 5 years of experience with Medicaid or Medicare. Prior experience working on federal or state legislative policy implementations, e.g., CMS rules, HR1 provisions, Medicaid expansion/unwinding efforts.
  • Technical Experience: 3 years of experience as a Data Analyst, Data Quality Analyst, or similar role with a heavy focus on data testing and SQL development.
  • Technical Expertise: Advanced SQL skills, specifically within Teradata environments, including performance tuning, BTEQ, and Teradata SQL Assistant.
  • Testing and QA: Demonstrated experience writing test plans, performing data validation, and identifying data anomalies or discrepancies.
  • Collaboration: Experience working closely with third-party vendors, IT infrastructure teams, or database administrators to manage system updates and resolve issues.

Additional Skills and Experience Should Include

  • Excellent interpersonal, verbal, and written communication skills, with a demonstrated ability to prepare and present reports on complex concepts and findings to all levels of the organization.
  • Strong quantitative analysis skills, including working knowledge of SAS, SQL, data mining software, statistical validation techniques, predictive modeling construction, and data visualization.
  • Proficiency in Microsoft Office Suite, including Access, Excel, PowerPoint, and Word.
  • Demonstrated ability to plan, organize, implement, and monitor large-scale/time-sensitive projects and to work collaboratively across teams.
  • Must be well organized, with the ability to prioritize work, possess great attention to detail and accuracy, and complete multiple complex assignments within short time frames and with minimal direction.
  • Experience working with Medicaid eligibility and enrollment data, health plan operations, and data encounters, claims, clinical quality, etc., is strongly preferred.
  • Working knowledge of state and federal Medicaid policy and regulatory reporting requirements is preferred.

  • BI reporting tools — Required: 5 years
  • Developing test data and test scenarios — Required: 5 years
  • Bachelor’s degree or equivalent work experience — Required

Education:

  • Bachelor’s degree in computer science, Statistics, Data Analytics, Mathematics, or a related field.
