Mainframe COBOL Developer

Description:
- Contractor is needed to support the Tax System Modernization.
- Provide direct technical support for the NCDOR mainframe-based legacy tax management system (ITAS).
- Participate in requirements, design, development, testing, implementation, and maintenance support for ITAS.
- Work closely with other support team members to determine the best approach to resolve issues in the legacy system.
- Perform day-to-day support of legacy system operations, including issue resolution that often requires software changes and testing.
- Collaborate as a team member in the design, development, and testing of legislative and operational changes to the legacy system.
Responsibilities:
- Participate in full lifecycle development activities, including requirements gathering, design, development, testing, implementation, and maintenance support for ITAS
- Provide direct technical support for the NCDOR mainframe-based legacy tax management system
- Collaborate with support team members to analyze, troubleshoot, and resolve system issues
- Perform software modifications, testing, and validation as part of issue resolution
- Support the development and testing of legislative and operational system enhancements
- Work closely with technical and functional teams to ensure system stability and accuracy
Skills/Knowledge/Experience:
- COBOL mainframe tax systems (Install/1 system management) – 10 years
- COBOL, EASYTRIEVE, MVS JCL, CICS, SQL, DB2 development – 10 years
- Technical and Functional Requirements documentation – 5 years
- Software quality assurance and full SDLC testing methodologies
- VSAM, DB2, IMS databases
- TSO/ISPF, z/OS, MVS, IMS, Windows environments
- Mainframe application troubleshooting and debugging
Required Skills/Knowledge/Experience:
- Experience developing/maintaining mainframe-based tax management systems using COBOL, including Install/1 system management – Required (10 Years)
- Development experience with COBOL, EASYTRIEVE, MVS JCL, CICS, SQL, and DB2 in a mainframe environment – Required (10 Years)
- Experience in Technical and Functional Requirements documentation – Required (5 Years)
- Extensive knowledge of software quality assurance techniques and full SDLC testing methodologies – Required
- Experience with databases, including VSAM, DB2, IMS – Required
- Experience in environments including TSO/ISPF, z/OS, MVS, IMS, Windows – Required
- Experience troubleshooting and debugging mainframe applications – Required
