Description:
NCDIT-Transportation (NCDIT-T) is seeking a Technical Specialist – Expert to support the delivery of the NCMAX modernization effort and the operational needs of customers. This role will drive technical execution, remove delivery obstacles, manage risks, and ensure technical readiness for implementation. The position requires extensive knowledge of enterprise systems, cloud environments, integrations, and large-scale modernization programs. The Technical Specialist will work closely with the NCMAX Technical Lead, vendors, internal teams, and program leadership to ensure successful solution delivery.
Responsibilities:
- Facilitate day-to-day technical execution across modernization workstreams, including data conversion, Azure environment buildout, integrations, technical design, testing, and customer-facing solutions.
- Identify technical risks, issues, and dependencies; develop mitigation plans and ensure timely resolution.
- Ensure integrations, interfaces, and cloud environments are deployment-ready.
- Partner with modernization vendors and technical leadership to validate the readiness of all solution components.
- Represent the State technical team in vendor meetings and ensure compliance with NCDIT and NCDOT technical standards.
- Collaborate with internal teams, field operations, and external partners to maintain technical alignment and resolve issues.
- Participate in governance and program meetings to communicate technical decisions, status updates, and risks.
- Review, approve, and maintain technical documentation, including design specifications, test plans, conversion plans, and runbooks.
- Support knowledge transfer activities to ensure long-term sustainability of the solution.
- Produce dashboards, metrics, and reporting for leadership stakeholders.
- Support Agile delivery processes and coordinate activities across multiple technical teams.
Skills/Knowledge/Experience:
- Strong technical delivery and program coordination experience in large-scale modernization initiatives.
- Experience managing technical risks, dependencies, and issue resolution.
- Knowledge of cloud platforms, application development, enterprise IT operations, and system integrations.
- Experience facilitating stakeholder meetings and communicating with both technical and non-technical audiences.
- Strong documentation, governance, and reporting skills.
- Experience working with vendors and managing third-party relationships.
- Knowledge of SharePoint, relational databases, ETL processes, and data conversion methodologies.
- Familiarity with State government technology policies, security standards, and data protection requirements.
- Experience supporting Agile delivery methodologies.
Preferred Skills/Knowledge/Experience:
- Experience supporting DMV, transportation, or government modernization programs.
- Experience with Azure cloud environments and enterprise-scale deployments.
- Experience with large-scale implementations impacting 10,000+ users.
- Experience supporting technical readiness and deployment planning activities.
- Experience working within State government IT organizations.

- Experience ensuring integrations, interfaces, and cloud environments are deployment-ready — 7+ years.
- Experience partnering with vendor technical managers to validate solution readiness — 6+ years.
- Experience with Agile delivery models — 6+ years.
- Experience producing leadership dashboards and metrics — 5+ years.
- Experience with vendor management on large-scale, high-visibility projects — 5+ years.
Education/Certification:
- Bachelor’s degree in information technology, Computer Science, Engineering, Information Systems, Business, or a related field.
- Project Management, Agile, Cloud, or Technical Program Management certifications are preferred.
- Relevant certifications such as PMP, PMI-ACP, Scrum Master, Azure, or ITIL are highly desirable.
