Senior IT Project Manager

Description:
Division is seeking a Senior Project Manager to manage and deliver complex IT projects with multiple teams and work streams coordinated to an aggressive delivery schedule. Under the Program Manager, the Project Manager is responsible for the outcome of assigned projects. The Project Manager leads the team through the Commonwealth Standard for Project Management for successful completion of the project phases: Pre-Select, Initiation, Planning, Execution and Control, and Closeout.

  • Serve as a hands-on technical Project Manager with development staff and business groups.
  • Coordinate and communicate with ITD management and staff to coordinate work tasks and resourcing.
  • Communicate timelines and expectations to technical and business staff.
  • Collaborate with vendors, consultants, and contractors in the execution of projects, including contract management and working with procurement offices.
  • Adhere to VDOT and VITA project management practices and governance requirements; coordinate with VDOT and VITA Project Management Offices.
  • Maintain project budgets, plans, tasks, schedules, risks, and status; disseminate information to team members and customers as defined in the communications plan.
  • Ensure documentation of requirements and use cases; facilitate design workshops for assigned projects.
  • Ensure definition of test objectives, design test plans, and test cases for assigned projects.
  • Provide management of project milestones and deliverables for on-time and on-budget delivery.
  • Define, measure, and clearly communicate progress with metrics.
  • Support system and application training efforts.

Responsibilities:

  • Manage and deliver complex IT projects involving multiple teams and work streams.
  • Lead projects through all the Standard for Project Management phases.
  • Coordinate technical and business resources to ensure successful project execution.
  • Monitor project schedules, budgets, deliverables, and risks.
  • Facilitate communication between stakeholders, vendors, consultants, and contractors.
  • Ensure compliance with VDOT and VITA governance and project management standards.
  • Support project documentation, testing, reporting, and training activities.

Skills/Knowledge/Experience:

  • Ability to interact effectively with customers and project team members.
  • Ability to analyze and translate requirements into system specifications.
  • Knowledge of project management tools, methods, and practices.
  • Ability to analyze, design, develop, troubleshoot, and implement technology solutions.
  • Experience using Microsoft Project software.
  • Experience with Microsoft Office Suite (Word, Excel, PowerPoint) and Microsoft SharePoint.
  • Knowledge of data modeling, interface management applications, and tools.
  • Comprehensive knowledge of project management methodologies.
  • Ability to communicate effectively both orally and in writing.
  • Experience in both Agile and Waterfall project management methodologies.
  • Ability to program and create custom reports using IT application standard tools.
  • Progressively responsible experience with system analysis, design, development, testing, and troubleshooting.
  • Solid understanding of software development life cycle (SDLC) models.
  • Balance of business and technical expertise with the ability to lead technology teams credibly.

Preferred Skills/Knowledge/Experience:

  • Agile Scrum Master certification.
  • Working experience with VDOT ITD.
  • Combination of training, experience, or education in Computer Science, Information Systems, Engineering, Business Administration, or a related field is desired.
  • Experience with Microsoft Office products, including Word, Excel, Access, Outlook, Visio, PowerPoint, and Project Server.
  • Technical leadership experience supporting Agile and Waterfall delivery models.

Required Skills/Knowledge/Experience:

  • Current Project Management Professional (PMP) certification from the Project Management Institute (PMI) or PM certification from VITA required; no other certification qualifies.
  • Minimum of 15 years of experience managing large projects.
  • Minimum of 10 years with current PMP certification.
  • Minimum of 5 years of expert knowledge in Agile and Waterfall project management principles.
  • Minimum of 5 years of experience with Microsoft Office products.
  • Ability to manage project milestones and deliverables on time and within budget.
  • Strong communication and stakeholder management skills.
  • Experience leading software development and implementation projects.

Education/Certification:

  • Bachelor’s Degree required.
  • PMP certification from PMI or PM certification from VITA is required.
  • Agile Scrum Master certification preferred.
  • Background in Computer Science, Information Systems, Engineering, Business Administration, or related field desired.
  • Position requires a fingerprint-based background check.
