Project Manager

– This is a remote position. However, local Harrisburg, PA candidates are highly preferred. Candidates will have to pick up their equipment on site and go through badging on their first day.

Job Description:

  • Infrastructure and Economic Development IED delivery center seeks a Project Manager with 4 to 5 years of experience in enterprise Information Technology IT systems using new and emerging technologies. The candidate will work under limited supervision to provide technical team guidance and coordination for the development and maintenance of the client’s IT system infrastructure and operations supporting client DCED and PEMA. The focus for this position is experience with projects in infrastructure environment not standard application development.
  • A bachelor’s degree in a technical field is required with a preference for degrees in Information Systems Computer Science or related disciplines. Formal training in project management and proficiency in project management techniques IT Change Management and ITIL processes are essential. A thorough understanding of IT hardware/software configurations and proficiency in industry-standard change management tools such as ServiceNow is also desired.
  • The Project Manager will work with the delivery centers existing project management methodology and will serve as a project manager on multiple IT system infrastructure and operations projects.
  • In this role the Project Manager will collaborate closely with technical managers and business users to plan organize and monitor project work. Responsibilities include preparing and updating project plans facilitating project meetings managing project risks and balancing team workloads.
  • Effective communication and relationship-building with key stakeholders are crucial for success in this position.


  • Develop and maintain project control documents in accordance with enterprise project management methodologies including project charters cost plans capacity management plans risk management plans communications plans governance plans schedules change management plans knowledge management plans and quality assurance plans.
  • Develop detailed project plans.
  • Lead all project plan development activities including identification of phases activities tasks deliverables milestones dependencies schedules and assignment of resources
  • Motivate project resources to complete assigned duties and tasks.
  • Prepare formal reports on the status and health of the IT projects including periodic status reports management dashboards and project metrics.
  • Monitor project quality schedule and budget and facilitate actions to mitigate risk and address issues that arise.
  • Facilitate the risk and issue management processes for IT projects by maintaining risk and issue logs identifying risks and issues communicating issues and risks according to project governance and working with project team members to ensure effective risk and issue management.
  • Facilitate deliverable and project artifact approval processes for IT projects by tracking all deliverables and project artifacts that require approvals communicating the need for approvals to the appropriate groups and individuals and tracking approval decisions and following up where need be to ensure approvals are achieved within established timeframes.
  • Manage the project change control process for issues that impact the quality schedule or budget of the project by documenting change requests securing approval for changes and documenting approved changes in accordance to project governance.
  • Facilitate periodic and ah-hoc project meetings including scheduling with appropriate team members preparing agendas recording action items and key decisions and preparing circulating and seeking approval for meeting minutes.

Required Skills/Experience:

  • Full-time experience as a project manager for enterprise Information Technology (IT) system infrastructure and operations related projects. Required 4 Years
  • Senior or lead project management experience including supervision of cross-functional project teams. Required 2 Years
  • Strong oral & written communication skills. Demonstrated ability to effectively communicate at all levels of organization, including executive staff. Required
  • Strong leadership skills with the ability to motivate others to complete tasks. Required
  • A working knowledge of IT Change Management. Required
  • A working knowledge of ITIL processes and procedures. Required
  • A bachelor’s degree in a technical field of study or equivalent. Required
  • A Bachelor’s degree in Information Systems, Computer Science, or a related technology discipline. Desired
  • PMP or similar project management certification. Desired
  • A thorough understanding of IT hardware/software configuration as it applies to IT infrastructure and operations. Desired
  • A thorough understanding and demonstrated proficiency of IT Change Management processes. Desired
  • Experience in working with at least one industry standard change management tool (e.g., Remedy IT Service Management, ServiceNow, etc.). Desired
  • Expert knowledge level in Microsoft Office and Office 365 products (e.g., Outlook, Project, Word, Excel, PowerPoint, Visio, etc.). Desired
