Program Manager 4 Our client is seeking a program manager will primarily provide support to DAVE end users in the rollout of the Electronic Death Registration System, EDRS. These end users include Funeral Directors, Medical Certifiers (Coroners/MEs Physicians, CRNPs and Pas), and Facility Admins. Additional duties may include assisting with calls from end users. Works with the Senior Program Manager on the following: market and promote the usage of EDRS along with the recruitment of reporting entities to adopt the EDRS, facilitate new workflow, and outreach to facilities. Our client is seeking an individual with strong software engineering skills, and a strong development background in Oracle. Prior Commonwealth and Environmental experience not required but preferred. The enterprise system is called eFACTS (Environmental Facility Application Compliance Tracking System). It is an Oracle web-based application that uses an Oracle 12c DB as the back end. It provides a holistic view of the clients and sites (including facilities) that DEP regulates. In addition, it tracks the various functions that support DEP regulations such as compliance activities, bonding, fees, certifications, authorizations/licenses/permits, etc. eFACTS is a complex system encompassing thousands of business rules. There are over 2000 users from all facets of the department, plus several external users. It provides for basic data entry roles, application processors, compliance specialist, bonding, certification, etc. The eFACTS system has over 140 Oracle Forms, over 2500 tables in its main schema, and over a thousand other tables, views indexes for interfacing with integrated systems. They are actively modernizing the way it does business and meets the public and client needs. Part of this modernization includes efforts to improve the user interface and some backend processes for the enterprise system, eFACTS. Any issued permits, licenses, etc are tracked and stored in eFACTS. Compliance information, as well as inspection data, violations, and enforcement, are also included. Additionally, other  systems, such as the Water Use Data System (WUDS), the Samples Information System (SIS), the Air Information Management System (AIMS), and some ancillary systems are included in this modernization. This effort is expected to take multiple years to complete. In the meantime, there is a need to support the existing systems, address any enhancements, bugs, reporting needs, etc. In order to support the existing systems, seeking an individual to join Their team who has experience with Oracle 11G forms and Reports. Strong PL/SQL skills are also required, along with the ability to analyze and produce solid documentation. A solid understanding of the features within the Oracles 12C database is preferred. Strong communications and knowledge of Environmental systems are preferred. This individual will be utilized to support the existing system, implement enhancements for the various program areas, assist in upgrades and architectural changes, and provide mentoring and support to  staff. Senior Program Manager 1 BACKGROUND/PROBLEM STATEMENT Service providers are required to be licensed to do business in Pennsylvania. Several state agencies and program offices are responsible for licensing and/or certifying these providers and ensuring their compliance with PA and federal laws and regulations. There are currently multiple systems and tools used to carry out-licensing activities. It is costly and inefficient to maintain multiple systems that have similar functionality. Some offices have full-blown licensing systems, while other offices have manually-intensive processes. For this reason, it is difficult to track providers across programs since many of them provide services in multiple areas. Additionally, it is inefficient and confusing for providers who must use these varying systems. There is an initiative underway to implement a single licensing system that will be used across multiple departments. A cost-benefit analysis was completed, and several options were considered. It was determined that an Enterprise Licensing System (ELS) will be implemented. The goal is to standardize business processes to the greatest extent. This project will be implemented in two phases. The first phase will involve the implementation of the system. Phase 2 will bring in two additional offices. Phase 1 is targeted for implementation in July 2021, and Phase 2 is planned for December 2022. Currently, they use the SAIS application for licensure and certification needs. SAIS is currently at the end of life and will need to be replaced. SAIS includes several modules allowing surveyors to meet both state and federal obligations. Modules include: Survey and licensing functionality Complaint and event reporting Plan of Corrections Time and Effort Survey Scheduling and Tracking Additional: The Quality Assurance program office certifies facilities on behalf of the Federal Government (CMS), requiring data exchanges between SAIS and the current federal system. CMS is currently in the process of replacing their system with plans to provide APIs to allow state system to import data from the new federal system into the state system. Eventually, an API to allow data to be pushed from the state licensure system to the federal system will be available as well. It is the goal of the program to make this process as efficient as possible and avoid instances of duplicate entry. The federal system will implement its minimum viable product (MVP) throughout 2021. It is essential the Project Manager monitor and communicates the progress of the new federal system to ensure both the current state system, SAIS, and the future state system, ELS, interface effectively. They will work closely with the business analyst in gathering the new requirements and processing them through the defined change management process. It is the responsibility of both the project manager and business analyst, with the support of the programs, to ensure the requirements are carried through the system design lifecycle with their original intent and that the system meets the program needs.
